DE&S Project Controls Function Process Development
"Apache iX has injected significant commercial project controls experience into the development of our processes & supporting information” [DE&S Project Controls Function Corporate]
DE&S is undergoing a major transformation programme to reorganise its procurement organisation into a new matrix structure consisting of domain delivery teams on one axis and functional resourcing teams on the other axis. The functional structure consists of 14 functions; the main ones related to P3M are Project Management, Project Controls, Finance, Commercial, HR, Engineering, & Business Process & Operation. The Project Controls function is a new entity within MoD and consequently it required a clear definition of its role and methods of operation. In conjunction with the Managed Service Providers (tasked with facilitating the overall transformation) a set of processes and procedures have been generated which cover the basic tasks for Project Controls. What was missing were how these processes would interact with Project Management, Commercial & Financial operations and a definition of roles that would be undertaking these activities. The client also required further clarity on the reporting of these outputs to influence the DE&S Management Structure and the Delivery Team actions.
Apache iX were asked to provide project controls subject matter expertise to inject external experience on how these organisations operated and interfaced in other major corporations and to glean a fuller understanding of the documentation set that these corporations used to inform and manage their operations. A key element of the role was to act as the Project Controls functional liaison adviser to provide feedback on the other function’s processes and the interface requirements needed. The key deliverable was a Control Account Manager’s Handbook designed to provide the necessary guidance and reference for this new role being created within DE&S.
The DE&S’s Project Controls Function team expressed their gratitude to Apache iX for the provision of an SME with the breadth & depth of experience in Project Controls who also had a thorough understanding of MoD’s P3M operations.
